"They're always feeding us food right away," Shafer said of the plants. "It's a big project, one that's been happening since 1996. They've been working together for four to six months at a time to do this."

The USDA has yet to identify the plants and it will be up to farmers to do what the USDA originally planned.

"This is an exciting time to be a part of this project to provide a better product for people in Wisconsin and other parts of Michigan as well as for young farmers coming up with new ways to harvest strawberries," said Lisa McPherson, Farm Growers Association of Michigan.

The strawberry growers want to be as environmentally friendly but also for the government to look at ways to pay for the $2.4 billion worth of agricultural land in the state. That will come from buying off the lands and paying those land owners the extra money to buy the land back.

The USDA has a history of encouraging growers to stay inside their boundaries rather than outside of their boundaries.

As of 2012, more than 900 growers were in Michigan and more than 700 were located in the state's northwest.

"We're seeing a lot of really interesting growth this spring where we're seeing some pretty positive things coming out of our plants now that we're looking at a much larger range of things to grow and produce in Michigan," said Kevin Zimelman,
